| Abbiamo seguito,
e seguiamo, con tutta la doverosa attenzione, l'estrema difesa del contenimento
della spesa da parte del Ministro della sanità Rosy Bindi, nel concedere
con encomiabile parsimonia la distribuzione gratuita della somatostatina
agli italiani compresi nel “poverometro”. I 50 (o 100) miliardi stanziati
sono stati una concessione all'assistenzialismo, in deroga ai rigorosi
criteri che devono condurci nell'UE.
Abbiamo letto del provvedimento con cui i parlamentari hanno deciso di anticipare ai partiti cento e più miliardi in attesa che si accerti (se mai si accerterà) quanto i contribuenti italiani hanno devoluto ai partiti con il 4 per mille nella dichiarazione dei redditi. Il presidente Scalfaro ha rinviato alle Camere il provvedimento, in quanto non vi era “copertura” della spesa. Le Camere sono state tempestivamente aiutate dal Ministro Ciampi, il quale ha reperito i fondi prelevandoli dallo stanziamento destinato alle attività sociali. E' difficile infatti individuare un fine più sociale di un adeguato supporto economico alla politica e, per essa, ai partiti ! Non ci è sfuggita la notizia che il Sottosegretario al tesoro Laura Pennacchi, sempre con l'avallo del Ministro Ciampi ha firmato una circolare con cui ha autorizzato la ripartizione di 180 miliardi (lira più, lira meno) fra i 7.000 iscritti alla Cassa sovvenzioni del Tesoro. Ognuno dei beneficiati percepirà (lira più, lira meno) 39 milioni subito e, probabilmente, altri 15 milioni (sempre lira più, lira meno) all'inizio dell'estate. Questo “modesto” (!) gruzzolo deriva dalle vincite delle lotterie nazionali non riscosse. Si tratta di una normativa che risale a quando le lotterie erano poche, i premi modesti, ed i giocatori più attenti a controllare i propri biglietti. E' un dato di fatto però che Laura Pennacchi, Sottosegretario al tesoro, quando occupò la poltrona di sottosegretario ebbe conoscenza della normativa, tanto da affermare che era abnorme, e giurò che mai più si sarebbe ripetuto un tale scempio di denaro pubblico. Forse il Sottosegretario non ha trovato il tempo per ovviare alla distribuzione di 180 miliardi a chi, tutto sommato, non ha fatto niente, proprio niente, per meritare una gratifica multimiliardaria. Il Ministro Ciampi ha esplorato ovunque come e dove reperire fondi per entrare nell'UE; il fatto che gli siano “sfuggiti” 180 miliardi lascia intravedere quella visione corporativa di cui è permeata la collettività italiana. Il Governatore della Banca d'Italia Fazio ammonisce giornalmente che, se tutto va bene, per noi l'Unione Europea sarà una specie di purgatorio dalla durata indefinita, o meglio, per gli ottimisti, significherà altri dieci anni di duri sacrifici. Un primato, tuttavia, spetta ancora agli italiani: sono, fra gli abitanti dei paesi industrializzati, i più tartassati...un primato...che ci onora, come cittadini, ma che disonora chi continua, come se nulla fosse, a sprecare il denaro pubblico, compreso quello dei vincitori mancati.  |
We have followed
and still do now with due attention the Minister of Health Bindi's extreme
defence of expenditure reduction in an attempt to freely distribute with
praiseworthy economy somatostatin to the less well-off Italians.
The allocation of 50 (or 100) billion lira was a concession to welfarism notwithstanding the rigorous criteria which should take us to the EU. We have read about the measure with which the members of the Parliament decided to advance more than one hundred billion lira while waiting for the amount of money that the Italian taxpayers assigned to the parties in their income tax-return to be assessed (if ever it is going to be assessed). President Scalfaro sent the measure back to both Houses because there was no “covering” of the expenditure. The Houses were timely helped by Minister Ciampi who raised the funds by taking them from the allocation to be used for social activities. It is in fact hard to think of a more social purpose than an adequate economic support to politics and, thus, to parties! We did not overlook the news concerning the Treasury Under-secretary Laura Pennacchi, once again backed by Minister Ciampi, who signed a circular with which she authorised the allotment of 180 billion lira (more or less) among 7,000 people included in the Treasury Subsidy Fund. Each of them will receive (more or less) 39 million lira immediately and, probably, another 15 million lira (once again, more or less) at the beginning of summer. This “small” (!) pile stems from the wins of national lotteries which have not been collected. It is a provision that goes back to a period when lotteries were few, prizes simple, and players controlled their tickets more carefully. It is a fact, however, that when Laura Pennacchi, the Treasury under-secretary, took office, she came to know about the provision, stated that it was abnormal and swore that such a waste of public money would have never occurred again. It is likely that the Under-secretary did not have the time to remedy the allotment of 180 billion lira to people who, all things considered, did not do anything, anything at all, to deserve such a multibillionaire bonus. Minister Ciampi investigated the way and the place in which he could get the funds to enter the EU; his “overlooking” 180 billion lira indicates the existence of a corporative frame of mind that imbues the Italian community. The Governor of the Bank of Italy Fazio is daily warning us that, if things go well, the European Union will be for us some sort of never-ending purgatory, or rather, for the optimists, will entail another decade of hard sacrifices. There is another record set by the Italians, however: they are the most heavily soaked people in the industrialised world... a record... that honours us as citizens but that dishonours those who continue to freely waste public money, included that of missed winners. |
