In Italy, we must awake to it, it applies a rule that is effective in any sector of society: the most one is not properly trained, the most his career is ensured. The rule “may the best man win” is purely pleonastic, the best will be time by time the worst, save random cases.
In policy it's the day and age when the charges of greater responsibility are the domain of those that in the recent bygones were called “politicians' aide”.
The memory of personalities that in the good and in the ill left their mark, leaders as Togliatti, De Gasperi, Michelini, La Pira, Scelba etc. belongs to a reality to be forgotten so to make it impossible comparisons with the nowadays ones. It would be too easy for new generations make evaluations.
The last staying on are Andreotti and Cossutta. Andreotti has overcome - it is impossible not to recognise it - with a leader's “savoir faire”, the trials attempted against him, outclassing all his accusers.
Cossutta, his time, seems to have taken money from the KGB, no few money, but a lot and for a long time; nevertheless he keeps on imperturbable, loyal to his origins, coherent with his past and current actions, quite the opposite of  the turncoat parliamentarian colleagues that in order to keep on clinging to a little chair (pay attention, not a chair) are at hand for everything. Both Andreotti and Cossutta still are relevant personages.
About economy, as we had written in the issue n. 7/94 of our magazine, the most able we are to contract debts the most enterprises brings us to the disaster, the most high one gets. We can assert that the success is in inverse relation to training, individual skills and the results achieved.
Even this sector the exception proves the rule.
And now let's talk about health that concerns us directly; in this field it must prevail the professional ethics, the technical skills and fairness, since it's relevant to individual in his whole.
Well then,  even in this filed we must notice and very bitterly that rules do not change.
Any reform makes the quality in the health assistance get even low; and so,  in the health too, it prevails nowadays the rule to surround oneself with persons at hand for any compromise, to employ mediocre professionals. So they are called to hold charges that must be held by high level scientists.
Early a General Director, whose name, for love of our country, we omit, a high level manager, responsible of a health public structure,  answered this way to whom made him aware about the lack of training of a surgeon defended by him outside all logic: “What's the matter, after four dead I send him home!”
An assertion alike makes us think and... makes us wonder about questions to which is not prudent to give answers. And this is only an aspect of that they call “bad health”.
It seems a catastrophic vision of reality.
Quite the opposite, we are convinced that currently there's still, maybe for not longer, the blind goddess to lavish hope; but be aware, even for Fortune don't stake on the several systems, on the cyclic numbers, results of statistic studies (it's only in a manner of speaking).
It's enough a mediocre coupon of 1.600 Lire to become immediately “millionaire” and to the dog having money it must be said: Mr. Dog.
