The Chamber of Deputies has rejected the bill concerning the artificial insemination by 251 unfavourable votes and 215 favourable votes. Democratically the constituted majority, even if heterologous, has been unfavourable to this kind of insemination. To protest just after voting the Honourable Marida Bolognesi, proposer of the bill and belonging to the government's majority, has issued the follow statement: “It is quite possible that in this period of office any law concerning the assisted insemination will be emanated “. Regarding her bill it were only aimed to reach a wide application of freedom in the heterologous insemination field. So to protest she proposed her dismissals. In the health field the Social Affairs Committee of the Chamber has approved the consolidation act concerning rare pathologies, tabled by the proposer of Forza Italia Honourable Massidda. We issue in the following pages some points of the text that will be introduced at the Chamber. The government coalition is more and more divided on the most important topics it must deal with, among which: there's no unity about the referendum to abrogate the minor parties, but also in the opposition there's dissent about this topic, while Forza Italia with his leader Silvio Berlusconi is oriented to a negotiation on the Giuliano Amato's proposal to formulate a new electoral law and turn the referendum almost void. Alleanza Nazionale and CDU are against the negotiation of the Palace and throughout the statement of their leaders Fini and Casini, have rejected firmly this hypothesis. A particular case that creates more confusion is the position taken by Achille Ochetto, who in fact has today a double party membership card, one of the DS and one of the Ulivo, even if the latter only as referenderary participation. But the statement of several Ministries reveals even more 'virtual' scenes. Virtual for what is true today and will be confuted tomorrow. The Minister of the Treasury has declared that there will not be any adjunctive 8-9000 billions budgetary measure, while the European Union declares it is waiting for us for the inspection on May for our belonging to the E.U. The Minister of Defence Scognamiglio declares that within five years volunteers will constitute the army forces and that also women will enter the army. So it will be suppressed the general call-up. Since it's the first government's presentation, we will see if those normative will be approved by the other two branches of parliament. An important law has been approved by the Senate concerning the indemnification of the victims of the extortion and usury. The new law foresees indemnification till a maximum of three billions, including damages undergone by those who denounce the extortion attempt. In the indemnification it will be enclose the follow classes: entrepreneurs, trades, artisans, professionals and all those who, due their practise, can be submitted to the racket's attention. The ex premier Prodi, has firmly pruned the Ulivo attempting to come up new branches and has carried out new grafts: Di Pietro, the mayors, etc. We cannot say what will be the final result, if the tree will give new buds or if it will definitively dead.
