1.1 Background 

In these last years the informatic technologies have taken great strides in making available products, more and more easy to use, more and more intuitive, and that ever less require know how and technical training by users. In the more advanced countries, as Italy is, it has grown at the same time the demand of services, person oriented, ever more efficient and customized, able to better the people standard of life. It is in this frame that places “Angelo”, a service directed to Persons, specially toward the Patients under necessity, realized by employing the instruments nowadays the informatic technology places at our disposal. Following we are going to analyse in details the background where places our “Angelo” Project, and the basic elements constituting it. 

1.2 The Internet Technology 

What Internet is and what is it useful for ? Maybe these are the basic questions that who deals with the network will like to have an answer to. First, the Internet network is a communication instrument; it arises to allow communication and information exchange. The information exchange on Internet can be of every kind: text, images, sounds, programs, etc. Deeming Internet as a mere computer network would be reductive: Internet is also and mainly a net of persons connected by computers. It is an important data, to take into account when dealing closer with the feature, maybe the most basic, of Internet: that of being an informative source along with a social interaction and already also economic place. Nowadays Internet is by definition a phenomenon having reached a critic magnitude. The informatic technologies go on changing the way of work and communication. Such technologies costs are constantly decreasing while on the opposite there's a remarkable increase of their performances. Any information entered into the network, any World Wide Web page, any file let available for the users community, are a form of social interaction. To make an example, let's think just about some of the networks employs that have developed in the last years : goods and services sales, electronic magazines and newspapers; schools and universities employing Internet to distribute teaching materials and to foster the teachers and students interaction; advertising; distribution of political and social information; creation of initiative and pressure groups... It is in this context that it begins to feel the need to get ever more qualified services, even in the social and health extent, allowing patients to have a greater interaction with the health structures and an ever more deep acknowledgement of information regarding their own health. It has been measured that, comparing to a paper archive system, an electronic one is able to give many advantages as 

:* More information availability  

* More information readability 

* More information duration 

* More information spread 

* More possibilities for analysis and statistics  

* More information completeness  

Notwithstanding the common acknowledgement of the validity of such assertions, the health kind data collection in the electronic size has not yet become a consolidated praxis. That is mainly due to three reasons: 

1. It is necessary that special software and hardware are available inside the health structures, besides human and informatics sources availability. 

2. The health environment (mainly the public one) is a high costs and low profitability environment so that investments are normally oriented toward medical instruments purchasing allocation instead of using assets to increase the organization efficiency. 

3. We are still far from having defined the standards commonly acknowledged for the health information processing. Unless such premises, it must be reported the initiatives and projects aimed to make informatics and telematics more present inside health system, having the prime target of increasing efficiency, services quality and ability to meet patient's needs. Our project places within this whole project, aspiring to contribute to the introduction of the new technologies in health systems.
