The Phase (People for
Healthcare Administration, Safety and Efficiency) Study Group formed in April
1999 as an interdisciplinary cultural group devoted to the study of safety
issues arising within the healthcare sector. Professionals from the healthcare,
university, institutional, legal and industrial world have contributed to
drawing up these pages with the purpose of providing a complete and comprehensive
outline of the various issues related to the safety conditions involved in
working and living in a complex environment, such as that of hospitals. The
investigation method has actually sprung from a debate involving personal
spheres of competence and experiences and thereafter developed into an analysis
and interpretation of the regulations in force. During this research work,
he group has put together data and information made available by national
and international surveillance institutions, as well as the information already
made available by National Healthcare Agencies. Particular importance has
also been attached to the actual case record and to the worldwide scientific
literature available on the subject.
This detailed analysis has led to the following considerations:
- Occupational exposure of healthcare staff to biological risks represents
a priority problem for all healthcare organisations.
- The nature and seriousness of the exposure arises from accidental pricks
deriving from the use of syringes, needles and vascular catheters.
- The exposure to pathogens which are transmitted by haematic contact (such
as HBV, HCV, HIV) unfortunately is still rather frequent both in hospitals
and in domiciliary assistance (both in Italy and abroad).
- Nurses represent the category displaying the highest risk of exposure (as
they account for approximately 57% of the overall cases of cutaneous exposure),
followed by that of auxiliary staff, trainees and medical staff.
- The cost involved by the management of accidental events, according to a
conservative estimate, amounts to approximately 34 billion lira only as far
as diagnostics and post-exposure prophylaxis are concerned.
- 80% of accidental pricks can be avoided through the employment of safety
tools and by properly informing all those who are actually exposed to this
risk. The conclusions of this research work are quite interesting, in that
they highlight the dangers which healthcare workers are exposed to during
their everyday work.
