Interview to  Mr. Formigoni, President of the Region Lombardy 

President, the target of our masthead, international level, applies particular for those consultants that Minister Bindi's health reform decree trends to annul. The position you took as regard to this decree, according to media, is of flat opposition. May you point us which are the items you dissent from particularly?

I dissent from a health reform in fact representing a return to the centralist programming; I dissent from the principle along which the State must and can preordain the health requirements for citizens; I dissent from the absurd means and in fact practically unviable by which it is introduced the regime of incompatibility set out for the physicians working out of the hospitals; I dissent from the introduction of the unique level in health management; I dissent from the marginalization of the private health and the fossilisation of rigid market quotas deserved to the public and private sector.

The electoral flop of the Partito Popolare did not have its origins only from the political line of the secretary Marini, but that it is due to the excesses of Rosy Bindi at her ministry. We are interested in your opinion.

In the medical world and especially in the academic world, the Partito Popolare lost votes since the positions taken by Minister Bindi, and the left did not gain them, because the electorate sharing the 'collectivist' vision of health the Bindi has already voted for the parties risen from the transformation of the Italian Communist Party and keeps loyal to them.

Which are the most important correctives to bring to the text of this reform? 
. 
The conference of the Regions presented far as 35 remarks and bills of modification of the decrees, among them 15 were classified as “essential and irremissible “, 20 as “relevant”. Well then, out of the 35 bills of modification only 15 have been acknowledged: 16 were rejected and 4 accepted only in part, notwithstanding the Minister engaged herself at the State-Regions Conference. The accreditation of private structures receiving regional reimbursements must be entrusted to a regional health services agency, and not concentrated in the hands of the Minister, as it is foreseen by the Bindi's reform. Well then, the first correctives that must be brought are those going against centralism, and towards the investment with responsibility, regional level.

Does the annulment of the management class the ministers decided create a confusional condition and turn the public medicine less qualified than the private one? 
. 
Without any doubt. There's the hazard of an 'assembly' running of the health structures that shudders. It cannot be annulled scot-free the top-down organization principles holding any human activity: the egalitarianism of the reform will favour the passing the buck of responsibilities in wards and will turn uncertain the therapeutic paths.

We are looking at a drain from the public structures of professional skilled figures international level on consequence of those measures. How would it be possible to limit this further professional drain?  
. 
The drain abroad of qualified professionals is a dramatic data about the health condition of our country. Nevertheless it does not implies imaging ad hoc measures so to stem emigration, rather it must be put into effect in the health field a policy of renewal centred over subsidizing topics, acknowledgement of merit and valorization of the best. The reform of health carried out by the means of the Region Lombardy law is going towards this direction. 

The Bindi's decree recalls a statist and Stalinist project of society, implying all the consequences. How do you think it can be stemmed the spread of this “forma mentis”? 

It must make people understand that this reform, seemingly inspired to equity criteria, will have as a result a remarkable worsening of the health performances given to citizens. It is not enough that the majority of the physicians and political forces of the opposition rise against the reform: it could seem as the reaction due to economic consideration deemed as injured. It's essential instead that the citizens users understand who is the real responsible of the situations that will rise.

Which are the measures the Lombardy region will adopt so to avoid the worse? Will the region put in act this decree? 
. 
The region must enforce the national laws, it cannot refuse to enforce a measure having the binding force of a law.Nevertheless before the reforms turns effective there will be a long path, the enforcement passages are several and complex. Meanwhile, the region Lombardy has already decided to appeal to the Constitutional Court against the new law. This reform as it is will never put into effect.
