The consequence of the unbalance between costs and returns is the lack of
financing founds to renew the medical structure that should make efficient

system does not work very often and if it does it is too expensive, so private
modern health care structures provide with competitive medical services in
less time and less costs. Giving people the opportunity to decide between
public or private heath care service is like to ha the choice to travel by
goods train or by fast train.
The problem does not have any solution. The new Tremonti law gives the power
to banking foundations to manage the health care system and to play a very
strategic role in the development in the area. Banking foundations should
support the public health care system to make it more efficient and cheap.
